FEEDBACK ON THE RAASA INSTRUCTORS SEMINAR: 25 MARCH 2010
RAASA gave the following feedback:



1.    REGULATIONS:
The entire 1997 set of regulations from Part 1 to Part 187 are up for comment on the CAA website. The regulations need to be promulgated as they are and then translated into Afrikaans.  Please have a look at the relevant Parts being 24, 62, 66.10, 94, 96.  Should you want anything changed, especially Part 24, and 62 please either comment to the CAA direct or me and I will put them together for RAASA to take further for us.  Please look at the Regulations and Technical Standards.  They are in large chunks at the moment.  CAA has said that they are in the process of separating the Parts to make the portions downloadable.

2.    PART 96 AUTHORISATION:
The discussion took the path that RAASA would like to see a legal framework for flipping.  Everybody knows that flipping takes place under ATO’s as lesson 3 or having to run a club.  CAA frowns at both of these avenues but can’t do anything about either of them.  Therefore, RAASA has had talks with CAA with regard to a Part 96 exemption for the necessity to have an Air Operators Certificate from CAA and an Air Services Licence from the Department of Transport which are both very expensive.  This would only apply to flips/scenic flights.  It will not apply to power line inspections, game capture, crop spraying etc.  The requirements would remain the same as per the regulations. The exemption would allow scenic flights for reward and allow CAA/RAASA to oversee the operations.

The operation will then run independently of a school.  It would not be necessary to have a school to be able to do flips.    The operation would require its own Manual of Procedures.  The suggestion was put forward that MISASA draft a Manual of Procedures for the flipping operations, get it approved then everybody can use the same one making it easier for the inspections.  This will have to be discussed by the committee and will probably be made available to all MISASA members.

Once this framework is in place, MISASA would like to call on all operators of flipping operations to come on board and get legal.

3.    RAASA ROAD SHOW:
RAASA will be holding a road show over the next few months to the different provinces taking the information given at this seminar to the instructors in the different provinces.  I would urge all instructors to try and attend as we would like to get a complete list of Part 62 instructors so that a practical instructors’ workshop can hopefully be held later in the year for all instructors.
    
4.    SAFETY MANAGEMENT SYSTEM:
Should your school still require a SMS, RAASA has had one approved for use by schools running Part 62 training only.  What will be required in your Training Procedures Manual is a reference to the use of RAASA’s SMS.  You can get a copy of the SMS from Pierre at pierre@raasa.co.za. This will help the small schools out there.

5.    SCHOOL CAA AUDITS:
RAASA is busy working together with CAA to reduce the number of school audit forms from 11 down to 7 and make them applicable to Part 62 schools.  As you know, at the moment Fanie Keyser is using the normal Part 61 audit forms and just not applying what is not required by Part 62 schools.  However, the move to having Part 62 audit forms is so that if anybody takes over from Fanie Keyser they will have a comprehensive set of audit forms to use.  If you are training Part 61 as well, the Part 61 requirements will still stand.

6.    TRAINING SYLLABUS EXERCISE NUMBERS
Please note that as from the 1st April 2011 all instructors are to please use the new exercise numbers.  Details of this can be found on the RAASA website at www.raasa.co.za under Appendices.  The ones that are appropriate are:

Appendix R62.04 – WCM
Appendix R62.16 – LSA

CAA gave the following feedback:

1.    AUDITS
CAA reassured everybody at the seminar that the Part 62 school audits are far relaxed from Part 61 school audits.

2.    GOOD NEWS
Schools are no longer required to have the following documentation as it is now all available on the CAA website, on condition that the school has internet access on the school’s premises:
a.    Lexis Nexis blue books which have always had to be kept up to date at a huge cost to the school.
b.    AICs which always had to be printed out and kept up to date.  No CDs will be sent out by CAA any longer.
c.    NOTAMS..
Schools will still be required to have the CAA AIP publications which are kept up to date (two files).
3.    TRAINING PROCEDURES MANUAL
The new TPM was introduced to reduce paperwork, confusion and time spent by inspectors at CAA keeping school manuals up to date.  The main difference is that you will now have an Operations Specifications file which will have the following information in it
i)    List of aircraft used in the school;
ii)    List of personnel used in the school stating who is responsible for what.  

4.    AIRCRAFT USED IN SCHOOLS
CAA has to inspect a NTCA before it is used in a school for training.  
Owner trainer:  no inspection required by CAA.  Initial ATF to be issued by CAA, renewals will be done by RAASA.

5.    TRAINING ON FIRST OF TYPE AIRCRAFT
e.g. A guy builds his kit aircraft and wants you to teach him to fly it.  This is the procedure. Send an email to Fanie Keyser or Matthew Eschmann with your request including the name of the test pilot who will be doing the test flight after completion of the 40 proving flight hours. The instructor can apply to be rated on the new aircraft if he has something similar on
his licence and there is nobody rated on the aircraft to give him the conversion.

DEVELOPMENT PROGRAMME BY AERO CLUB
The Aero Club is involved with a development programme for previously disadvantaged people to get their licences.  The money has been secured mainly from LOTTO.  Should you be interested in participating in this programme you can send proposals to Kev Storie at Aero Club.  Proposals should include a motivation from the school, a motivation from the candidate as well as a business plan including costs, details of training etc.  As part of this programme Aero Club also runs development programmes at events.  Should you wish to know more about this you can also speak to Kev Storie at Aero Club.  There will be programme featuring the different aviation disciplines on Top TV early in April 2011.
